Bay Area homeowners can qualify for heat pump rebates ranging from $1,500 to $13,500 in 2026, depending on their city and electric provider. The biggest programs are the Bay Area Air District's Clean HEET rebate (region-wide), Silicon Valley Clean Energy ($2,500 plus city bonuses), San Jose Clean Energy's EcoHome (up to $6,000), and MCE (up to $2,000). Most programs require applying before installation begins.

Bay Area Air Quality Management District

Bay Area Air District — Clean Heat, Extra Rebates (Clean HEET)

Who qualifies: Entire Bay Area (all 9 counties)

Equipment: Heat pump heating & cooling systems

Who applies: Homeowner applies (we prepare the paperwork and time the Notice to Proceed for you)

  • One of the largest heat pump rebates in the Bay Area — from $3,000 up to $13,500 depending on income and project scope.
  • You must remove and scrap an operational wood or pellet stove, or a wood-burning fireplace, as part of the project.
  • A Notice to Proceed from the Air District is required before installation begins — we handle the timing so you don't lose eligibility.

Funds are limited and offered first-come, first-served. Application approval is required before work starts.

MCE Heat Pump Rebate

Who qualifies: MCE customers in Contra Costa, Marin, Napa & Solano counties

Equipment: Heat pump heating & cooling systems

Who applies: Contractor applies — Galaxy submits it for you

  • Available to MCE electric customers living in single-family homes.
  • Your contractor applies for the rebate on your behalf — Galaxy handles the paperwork for you.

You must be an MCE customer (check your electric bill). Funds are limited.

Silicon Valley Clean Energy

Silicon Valley Clean Energy (SVCE) Heat Pump Rebate

Who qualifies: SVCE customers in Santa Clara County communities (Sunnyvale, Milpitas, Mountain View, Los Altos, Cupertino, Campbell & more)

Equipment: Heat pump HVAC (must replace a gas furnace)

Who applies: Homeowner applies before work starts (we walk you through it)

  • $2,500 rebate when you replace a gas furnace with a heat pump system.
  • You must apply and be approved before work begins.
  • SVCE also offers 0% interest financing for heat pump HVAC and heat pump water heater projects.
  • Income-qualified households (CARE/FERA) can generally receive an extra $1,000 per appliance.

You must be an SVCE customer. Apply before starting work — rebates are not paid retroactively.

Silicon Valley Clean Energy city programs

SVCE City Bonus Rebates (Stack on Top of SVCE)

Who qualifies: Milpitas, Mountain View, Los Altos & Sunnyvale residents

Equipment: Heat pump HVAC, heat pump water heaters, electrical panels & induction ranges

Who applies: Varies by city — Los Altos is claimed by the homeowner after installation; we'll confirm the process for your city

  • Milpitas: $2,500 heat pump HVAC, $850 heat pump water heater, $250 electrical panel, $500 induction range.
  • Mountain View: $2,000 heat pump water heater (replacing gas) or $500 (replacing electric resistance).
  • Los Altos: $1,000 heat pump HVAC + $1,000 heat pump water heater (claimed after installation).
  • Sunnyvale: $1,000 heat pump HVAC, or $1,500 for income-qualified households.

City bonuses stack with the main SVCE rebate but each city has its own rules and funding limits.

Who qualifies: Palo Alto residents (City of Palo Alto Utilities customers)

Equipment: Heat pump heating & cooling systems

Who applies: Homeowner applies (we provide the equipment documentation)

  • $2,500 rebate for installing a heat pump system.
  • Must replace an existing gas, propane, oil, or wood-burning heater.

Available only to City of Palo Alto Utilities customers. Program terms can change.

  • $2,000 – $3,500 rebate for a heat pump HVAC system, plus $2,000 for a heat pump water heater — up to $6,000 combined.
  • Up to $5,000 in interest-free financing is also available for qualifying projects.

You must be a San Jose Clean Energy customer. Funding is limited each program year.

City of Pinole Heat Pump Rebate

Who qualifies: Pinole residents

Equipment: High-efficiency heat pumps (17+ SEER / 9.4+ HSPF)

Who applies: Homeowner applies (we provide TECH-certified installation proof)

  • Up to $3,000 for replacing a gas system with a qualifying high-efficiency heat pump.
  • Equipment must meet minimum efficiency requirements: 17 SEER and 9.4 HSPF or better.
  • Installation must be performed by a TECH-certified contractor — Galaxy Heating & Air qualifies.

City funding is limited. Efficiency requirements are strict — we'll confirm your equipment qualifies before install.

Alameda Municipal Power Rebates

Who qualifies: City of Alameda residents (Alameda Municipal Power customers)

Equipment: Heat pumps & smart thermostats

  • $1,500 rebate for a qualifying heat pump (minimum 15 SEER / 8.5 HSPF).
  • $50 rebate for a qualifying smart thermostat.

How do I know which rebates I qualify for?

It depends on where you live, who your electric provider is, and what equipment you're replacing. Can I combine multiple rebates?

Often, yes. For example, SVCE customers in Milpitas can stack the $2,500 SVCE rebate with the city's $2,500 bonus. Some programs can also be combined with the Bay Area Air District Clean HEET rebate. We'll map out the best combination for your project.

Do I need to apply before installation starts?

For several programs, yes. The Bay Area Air District requires a Notice to Proceed before work begins, and SVCE requires approval before installation. Applying in the wrong order can cost you the entire rebate — that's why we manage the timing for you.

Who submits the rebate application?

It varies by program. Some (like MCE) require the contractor to apply, and we handle that for you. Others are homeowner applications where we provide all the paperwork and equipment documentation you need.

Are rebate amounts guaranteed?

No — every program has limited funding and can change or pause at any time. The amounts on this page reflect the programs as currently published. We always verify current availability and eligibility before you commit to a project.

Can I use financing along with rebates?
