Public Sector Facilities We Serve

From a single school building to a multi-campus district project, we have the qualifications and experience to handle public sector HVAC work.

K-12 Schools & Districts

Classroom comfort, gymnasium HVAC, cafeteria ventilation, and administrative buildings. We work with school district maintenance departments on both emergency repairs and planned capital projects.

Community Colleges & Universities

Complex campus environments with varied building types. We coordinate with facilities management teams to deliver minimal disruption to students and staff during the academic year.

City & County Government Buildings

City halls, courthouses, libraries, community centers, and administrative offices. We understand public procurement processes and can navigate the requirements of municipal projects.

Public Safety Facilities

Police stations, fire stations, and emergency dispatch centers require reliable HVAC systems. We provide priority service and proven equipment with low failure rates for mission-critical facilities.

Parks & Recreation Facilities

Recreation centers, aquatic facilities, and multi-use public spaces. We design and install systems built to handle high occupancy loads and extended operating hours.

Public Housing & Affordable Housing

HUD-compliant HVAC installation and maintenance for public housing authorities and affordable housing developments. Energy-efficient solutions that keep operating costs manageable for residents and property managers.

Qualified for Public Contracts

Public sector projects require more documentation and compliance than private work. We have everything in order.

B — General Contractor

Licensed General Contractor (Class B) by the California CSLB. We can serve as the prime contractor on public works projects, managing the full scope of construction work.

C-20 — HVAC License

California CSLB licensed HVAC contractor. Covers all heating, ventilation, air conditioning, and refrigeration work on commercial and public projects.

C-10 — Electrical License

Licensed electrical contractor (Class C-10). We self-perform electrical work related to HVAC installations — no need to subcontract for controls wiring or equipment connections.

Prevailing Wage Certified

Fully compliant with California prevailing wage laws (DIR/DLSE) on all applicable public works projects.

Bonded & Insured

Contractor license bond, general liability, and workers compensation insurance — required documentation available for public bid submittals.

DIR Registered

Registered with the California Department of Industrial Relations for public works projects as required by SB 854.

Title 24 Compliant

All installations meet California Title 24 Part 6 energy efficiency standards with proper documentation for permit close-out.

Safety Trained

OSHA 10 and OSHA 30 certified team members. Full safety compliance for work on occupied public facilities.

EPA 608 Certified

Federally certified under EPA Section 608 for refrigerant handling. Required for all commercial HVAC work involving regulated refrigerants.

NATE Certified

North American Technician Excellence certified technicians. Industry-recognized credential ensuring proper installation, service, and commissioning.

Our Public Works Process

We know public projects involve more steps, approvals, and oversight. Here's how we manage public sector HVAC work from start to finish.

01

Bid & Proposal

We participate in public bid processes, RFPs, and informal quotes. We provide thorough specifications, equipment submittals, and competitive pricing.

02

Project Planning

Pre-construction meetings with facilities managers to coordinate access, phasing, and schedule around building occupancy and operational requirements.

03

Permitting & Compliance

We handle all permit applications, submit equipment documentation, and manage inspections through project close-out — including as-built drawings.

04

Installation

Professional installation by licensed journeymen HVAC mechanics. Full site cleanup, commissioning, and owner training on new equipment.

05

Ongoing Maintenance

Preventive maintenance contracts available post-completion to keep systems operating at peak efficiency and extend equipment life for public asset managers.

Licensed Public Works HVAC Contractor Serving the Bay Area

Galaxy Heating & Air Conditioning is one of the few HVAC contractors in the Bay Area that holds a Class B General Contractor license alongside its C-20 HVAC and C-10 Electrical licenses. That combination matters on public works projects: it allows us to serve as the prime contractor — taking full contractual and legal responsibility to the public agency — rather than having to route through a general contractor to get HVAC work done.

Public works projects operate under stricter requirements than private commercial work. Prevailing wage compliance, DIR registration, certified payroll, apprenticeship ratios, and documented insurance requirements are all baseline expectations on any California public works project over the applicable threshold. We have been navigating these requirements for years and have the administrative systems in place to handle them correctly and efficiently.

We work with school district facilities departments, city and county procurement offices, public housing authorities, and general contractors who need a reliable HVAC subcontractor with the right licenses. Whether the project is a single classroom unit replacement or a full campus HVAC modernization across multiple buildings and phases, our team brings the same level of documentation, crew management, and coordination that public agencies expect.

All public works installations are performed by licensed journeymen HVAC mechanics and meet or exceed California Title 24 Part 6 energy efficiency requirements. Project close-out documentation — as-built drawings, equipment warranties, permit sign-offs, and O&M manuals — is provided as a standard deliverable on every project, not an afterthought.

Public Works HVAC — Frequently Asked Questions

Common questions from public agency procurement officers, facilities directors, and general contractors.

Are you registered with the California DIR for public works projects?
Yes. Galaxy Heating & Air Conditioning is registered with the California Department of Industrial Relations (DIR) as required by SB 854. Our DIR registration number is available upon request and is required on all public works projects over the applicable threshold. We maintain active registration at all times.
Do you pay prevailing wage on public works projects?
Yes. We are fully compliant with California prevailing wage law (Labor Code 1720 et seq.) administered by the Division of Labor Standards Enforcement (DLSE). We pay applicable prevailing wage rates for all craft classifications on covered public works projects and maintain certified payroll records as required.
Can Galaxy serve as the prime contractor on public works projects?
Yes. Because we hold a Class B General Contractor license in addition to our C-20 HVAC and C-10 Electrical licenses, we can serve as the prime contractor on public works projects — managing the full project scope, coordinating subcontractors, and taking full contractual responsibility to the public agency. Many HVAC-only contractors must subcontract under a general contractor; we do not.
What types of public sector facilities do you work on?
We work on K-12 schools and districts, community colleges, city and county government buildings, public safety facilities (police and fire stations), parks and recreation centers, libraries, courthouses, public housing, and other publicly funded facilities throughout the Bay Area.
How do you participate in public works bidding?
We participate in formal competitive bids (ITB/IFB), Requests for Proposals (RFPs), and informal quotes on projects below the formal bidding threshold. We can also work as a subcontractor to general contractors on larger projects. We provide complete bid packages including license verification, insurance certificates, DIR registration, prevailing wage compliance documentation, and equipment submittals.
Do you comply with California apprenticeship requirements on public works?
Yes. We comply with California Labor Code 1777.5, which requires the use of registered apprentices on public works projects. We work with DAS-registered apprenticeship programs to fulfill the apprentice ratio requirements on all applicable projects.
